Shkuratov Oleksii

Vice-Rector for Academic Affairs and Strategic Development
professor, Doctor of Economic Sciences

Born on December 31, 1985, in the town of Kyrylivka, Zaporizhzhia region. In 2007, he graduated from the Tavria State Agrotechnical Academy (Melitopol) with honors, earning a Master’s degree in “Enterprise Economics.” In 2010, he completed his postgraduate studies at the Tavria State Agrotechnological University, defended his dissertation, and obtained a Ph.D. in Economics with a specialization in “Economics and Enterprise Management.” In 2016, he defended his doctoral dissertation and was awarded a Doctor of Economics degree in “Environmental Economics and Nature Management.” In 2019, he received the academic title of Professor in “Economics.”


From 2010 to 2011, he worked as a Senior Lecturer at the Department of Enterprise Economics at Tavria State Agrotechnological University.
From 2011 to 2019, he served as a Senior Researcher, Head of the Laboratory, Head of the Department, and Deputy Director for Research and Innovation Development at the Institute of Agroecology and Environmental Management of the National Academy of Agrarian Sciences of Ukraine.
From 2019 to 2020, he was the Head of the Department of Territorial Management at the Institute of Innovative Education of Kyiv National University of Construction and Architecture (KNUBA).


From 2020 to 2021, he worked as a Leading Researcher and Head of the Department at the Institute of Land Use of the National Academy of Agrarian Sciences of Ukraine.
From 2021 to August 2021, he was the Vice-Rector for Research and Innovation Development at Kyiv National University of Construction and Architecture.
From August 2021 to March 2023, he served as Deputy Minister of Education and Science of Ukraine for European Integration.
From April 2023 to November 2023, he was the Vice-Rector for Research and Innovation Development at the National Aviation University.
From November 2023 to September 2024, he served as the Director of the Institute of Innovative Education at Kyiv National University of Construction and Architecture.
Since September 2024, he has been serving as the Vice-Rector for Academic Affairs and Strategic Development at Kyiv National University of Construction and Architecture.


From 2021 to 2023, he was a member of the board of the international intergovernmental organization “Ukrainian Science and Technology Center.”
From 2022 to 2023, he was a member of the Committee of Senior Officials of the European Cooperation in Science and Technology (COST).
He is the Editor-in-Chief of the scientific and practical journal “Spatial Development” and a member of the editorial boards of the journals “Balanced Nature Management” and “Land Management, Cadastre, and Land Monitoring.” He was a recipient of the Cabinet of Ministers of Ukraine Scholarship for Young Scientists (2014-2016), the Kyiv City Mayor’s Award for Outstanding Achievements in Developing the Capital of Ukraine – Hero City Kyiv (2017), and the President of Ukraine Award for Young Scientists (2017). He was also a two-time recipient of the Verkhovna Rada of Ukraine Scholarship for the Most Talented Young Scientists (2018, 2019).
He is the author of 160 scientific publications, including 8 monographs, 35 articles in Ukrainian scientific journals, and 40 articles in international journals and publications indexed in scientometric databases, including 12 articles indexed in Scopus and WoS.
